Summit Meghnaghat Power Company Limited (SMPCL)

SMPCL is developing a dual fuel (Natural Gas/ liquid Fuel Oil) fired combined cycle power plant located at Meghnaghat, Naryanganj in Bangladesh. The Project envisages 2 gas turbine generators, 2 heat recovery steam generators and 1 steam turbine generators with net capacity 335 MW on gas and 305 MW on HFO in combined cycle operation and net capacity 220 MW on gas and 203 MW capacities on fuel at reference site conditions.

SIMCL has been selected by BPDB to set up the Project based on competitive tendering process. SMPCL with ownership 80% by SIMCL and 20% by GE has been incorporated in Bangladesh for implementing this Project and accordingly entered into an Implementation Agreement with Government of Bangladesh and Power Grid Company of Bangladesh. Land Lease Agreement for 25 acres land has been signed with BPDB for setting up the Project. Power Purchase Agreement has been signed with BPDB for sale of power from the Project. Gas Supply Agreement has been executed with Titas Gas Transmission and Distribution Company and HFO supply agreement has been entered with Bangladesh Petroleum Corporation. The Project is being executed by SMPCL through single EPC contract awarded to a consortium of NEPC and CNEEC, both are Chinese companies. The connecting gas pipeline from 30 inch diameter Ashuganj-Bakharabad gas pipeline up to the Receiving and Metering Station (RMS) outside the plant boundary and construction of jetty for transportation of equipment and HFO will be executed by SMPCL through separate contractors. Operation and Maintenance of the Plant has been awarded to KPS.

The water requirement of the project will be met from the river Meghna. River water intake system will supply water for cooling system, auxiliary cooling circuit as well as other power plant needs such as service and fire water. The steam turbine cycle is based on a once through cooling water system for condenser cooling and discharging hot water from the condenser in outfall canal, discharging to the river Meghna.

Power generated from the Project facility will be evacuated through 220 kV substation and connected to the 220 kV substation of Power Grid Company of Bangladesh.

Implementation Agreement has been signed between The Government of The People's Republic of Bangladesh (GOB) and Power Grid Company of Bangladesh (PGCB) and Summit Meghnaghat Power Company Limited on 12th May 2011 for design, engineer, manufacture, insure, finance, acquire, construct, complete, permit, test, commission, own, operate and maintain the power plant.

Power Purchase Agreement (PPA) has been executed between Bangladesh Power Development Board (BPDB) and Summit Meghnaghat Power Company Ltd (SMPCL) on 12 May 2011 for purchase of 335 MW on gas fuel and 305 MW on fuel (net at Reference site conditions and at power factor of 0.85 measured at delivery point) from the Project.

Gas Supply Agreement (GSA) has been signed on 12 May 2011 between Titas Gas Transmission and Distribution Company Ltd., (a company of PETRO BANGLA under Ministry of Gas and Petroleum, Government of Bangladesh) and Summit Meghnaghat Power Company Ltd for supply of gas to the Project.

Fuel Supply Agreement (FSA) has been executed between Bangladesh Petroleum Corporation (under Ministry of Energy and Minerals Resources Division, Government of Bangladesh) and Summit Meghnaghat Power Company Ltd for supply of HFO on 3 August 2011.

Summit Meghnaghat Power Plant is currently under Simple Cycle Operation and is delivering around 217 MW to national grid. Combined Cycle commercial operation date of the project will be at the first half of the next year.
